Eric Rubin, GPPA, CES, Auctioneer, AU 3219
Vice President
Eric Rubin is a highly experienced and a well-respected auctioneer and appraiser who has worked in the field for over 23 years. He has successfully accomplished thousands of on-site inspections, appraisals, and auctions for a multitude of different types of personal property ranging from basic household items, office equipment to Ponzi scheme liquidations, high tech manufacturing equipment, medical equipment, factories and virtually everything in-between.
Eric supervises, manages, contracts, and coordinates the operational and logistical aspects for preparing and promoting a wide variety of property for either liquidations or auctions for his clients.
During his many hands-on years of conducting auctions and appraisals in the auction industry, Eric accumulated an extremely diverse knowledge base that covers an extensive variety of businesses and industries within the country and throughout the world. He is typically referred to as the “one to call” for on-site appraisals, site visits and consultations for clients such as lending institutions, attorneys, Bankruptcy Trustees, Assignees, Receivers, banks, and private individuals, etc.
Eric’s accreditations and certifications showcase his extensive knowledge and expertise in various fields. His accomplishments include GPPA (Graduate Personal Property Appraiser), CES (Certified Estate Specialist), and is a USPAP Graduate (Uniform Standards of Professional Appraisal Practice. In addition to his certifications, Eric has a degree in Broadcast Announcing from the Center for the Media Arts (CMA) in New York, NY and was previously a Microsoft Certified Systems Engineer (MCSE).
Eric’s was a finalist in the 2016 Florida Auctioneers Association (FAA) Bid Calling Championship and has a longstanding membership for both the Florida Auctioneers Association (FAA) and the National Auction Association (NAA) that demonstrate his dedication and expertise in the field of auctioneering and appraisal services.

Michael Shirinian
Director of Auction Operations
Michael Shirinian serves as both the Director of Auction Operations at Moecker Auctions and Case Administrator for Michael Moecker and Associates, bringing a unique dual perspective to his work in the industry. His distinctive position allows him to deeply understand and anticipate the specific needs of Trustees, Assignees, and Receivers, ensuring optimal asset disposition strategies for fiduciary clients.
Drawing from his industry experience, supported by a Master of Business Administration degree, Michael implements innovative operational procedures that have enhanced the efficiency and effectiveness of Moecker’s auction processes. His expertise extends across various asset categories, from industrial equipment to corporate office spaces.
In his auction operations role, Michael oversees the entire auction lifecycle, from initial client consultation through final settlement, ensuring each sale meets the highest standards of professional auction services. His commitment to transparency and client satisfaction, combined with his deep understanding of fiduciary obligations, has contributed significantly to Moecker’s reputation as a trusted leader in the auction and insolvency services industry.
As Case Administrator, Michael’s intimate knowledge of court-appointed asset management provides invaluable insights that inform his approach to auction operations. This comprehensive understanding enables him to develop tailored solutions that align perfectly with the complex requirements of bankruptcy cases, assignments for the benefit of creditors, and receivership matters.
Michael is an active member of both the Florida Auctioneers Association (FAA) and the National Auction Association (NAA).

Eulalia Rodriguez, ATS, Auctioneer, AU 4272
Auction Coordinator
Eulalia “Laly” Rodriguez is a pivotal member of the Moecker Auctions, Inc. team, bringing over 16 years of extensive experience in the auction industry. Based in our main office, Laly specializes in the meticulous coordination and preparation of diverse assets for auctions and liquidation events. Her wealth of knowledge and hands-on experience make her an invaluable asset not only to our organization but also to the broader auction field.
Laly’s skill set encompasses the design and creation of marketing materials for upcoming sales, as well as the preparation of settlement statements and post-auction reports. She efficiently manages registration and bookkeeping for both online and on-site events, ensuring that all logistical aspects are handled with precision.

This includes overseeing participant registrations, tracking bids, and ensuring that all financial transactions are accurately recorded. Her ability to juggle multiple responsibilities while maintaining high standards is a testament to her professionalism.
A highly motivated professional, Laly consistently takes the initiative to guarantee that all auction and liquidation events proceed seamlessly. Her passion for delivering exceptional customer service to clients and buyers drives her continuous pursuit of service improvement. As a dedicated member of the Moecker Auctions family, we take pride in having her on our team, recognizing her contributions as integral to our success. Moreover, Laly is always on the lookout for innovative ways to improve our services, reflecting her commitment not only to personal growth but also to the advancement of Moecker Auctions as a whole.
In addition to her mastery of the auction industry, Laly is also a licensed auctioneer in the state of Florida and holds an Auction Technology Specialist (ATS) certification from the National Auction Association Education Institute. She is an active member of both the Florida Auctioneers Association and the National Auction Association.

David D. Dybas, MPPA, CES, AMM
Auctioneer, AU 4192
David D. Dybas is a Certified Estate Specialist (CES), Master Personal Property Appraiser (MPPA), Auction Marketing Management (AMM) and a Florida Licensed Auctioneer. Working out of our Tampa office, David joined our team in 1999 after working for a large retail chain of nurseries in Central Florida and has since received his designations of GPPA in 2007, CES in 2011 and most recently in 2015 the designation of MPPA of which less than 65 NAA members hold this distinction, all from the National Auction Association Education Institute. David received his Florida Auctioneers License through Miami Dade College in 2011. In addition, David has successfully completed the 15-hour Uniform Standards of Professional Appraisal Practice (USPAP) course through Steve Williamson’s Real Estate Education Specialists in 2007.
Along with the above listed education and training, David is required to obtain 24 hours of continuing education every three years to maintain his designations through the NAA and to complete the 7-hour USPAP update course, which was taken in 2010 (15 hour), 2012 (7 hour) and 2015 (7 hour). Furthermore, the required continuing education during the course of David’s career has been achieved through attending the Florida Auctioneers Association Conventions twice a year that offers auction/appraisal and related seminars, two National Auction Association Conventions in 2005 and 2011 which included a diverse selection of industry related courses/seminars and monthly CE luncheons with the Tampa Bay Bankruptcy Bar Association. Lastly, the attendance of an eight-hour Windows based auction management software course in 2013.
David performs on-site appraisals using the guidelines of USPAP for banks, attorneys and trustees including heavy equipment, industrial machinery, restaurants, electronics and furnishings. He is also involved with the setup of auctions and management of business liquidations.
In conjunction to working for Moecker Auctions, Inc. he also works for our parent company Michael Moecker & Associates, assisting court-appointed receivers, assignees and liquidating trustees in cases with daily assignments including recovering and securing assets, inventory, and investigative work.
David is currently a member and serving on the board of directors for the Florida Auctioneers Association, National Auction Association, Fellowship of Christian Auctioneers International and the Tampa Bay Bankruptcy Bar Association.

Omar Diaz, GPPA
Auction Operations Consultant
Omar Diaz is an Auction Operations Consultant with a wealth of knowledge and expertise in the field, having worked in the industry since 2022. With a successful track record of executing diverse auctions and liquidations in a variety of challenging situations, Omar has honed his skills and developed customized solutions to help clients liquidate a broad spectrum of assets. From basic household goods and office equipment to exotic vehicles, high-tech manufacturing facilities, and medical devices, Omar has the ability to tailor his approach to meet the unique needs of each client. With his in-depth industry knowledge and keen eye for detail, Omar has established himself as a go-to expert in the auction operations field. His clients trust him to deliver exceptional results and superior service, making him an invaluable asset at Moecker Auctions, Inc.
Omar is fully compliant with the Uniform Standards for Professional Appraisal Practice (USPAP). His accreditations include the 2023 USPAP certification and the Graduate Personal Property Appraiser (GPPA) designation from 2022. He specializes in conducting on-site appraisals adhering to USPAP guidelines for diverse range of clients, including banks, attorneys, assignees, and trustees. His appraisal expertise encompasses a wide range of assets such as heavy equipment, industrial machinery, restaurant equipment, electronics, and furnishings.
In addition to his appraisal work, Omar plays a crucial role in the setup of auctions and the management of business liquidations. His comprehensive understanding of both appraisal practices and auction dynamics positions him as a valuable resource for clients navigating these complex transactions.
Omar is an active member of both the Florida Auctioneers Association (FAA) and the National Auction Association (NAA).

Amral Mohammed, Warehouse Records Manager
Amral Mohammed is in charge of warehouse records management for Michael Moecker and Associates, Moecker Operations and Moecker Auctions. He indexes, manages and maintains business records for various cases and clients within the Moecker Companies. Other duties include assisting the auction company with asset preservation, auction set-ups and auction events.
Amral has been with the Moecker Companies for over 10 years. He brings over twenty years of experience in warehouse management. Formerly with Pearl Arts and Craft, Amral managed their warehouse, pulled and verified orders and assisted with direct marketing and website orders. His attention to detail and organizational skills has made him an invaluable addition to the Moecker organization.
